JOB The Transportation Engineering Technician Senior performs advanced level and supervisory duties associated with either the engineering or construction areas of highway and bridge construction and maintenance.
This position will serve as the District 4 Assistant Utilities Supervisor.
Works in a senior level capacity in the technician program assisting the Utility Coordinator in overseeing the daily work processes of the District 4 Utilities Section.
Responsibilities of this position include but are not limited to: Assisting in reviewing utility permits and submittals for accuracy, overseeing inspection of work in the field by those utilities and/or their contractor’s, reviewing preliminary project plans to identify potential utility conflicts, acting as liaison between WVDOH and utilities to minimize these conflicts, reviewing and approving payments to utilities for work performed under, bookkeeping and data entry into permit tracking database.
Supervisory construction experience, and a general knowledge of standard highway, bridge and utility construction and maintenance practices preferred.
Knowledge of typical plan, policy and specification requirements of the WVDOH, and general WVDOH business practices are desirable.
Participates in a training program requiring 180 Technician Development Hours.
Performs other related duties as required.
Pay Grade: 17 EXAMPLE OF DUTIES • Prepares complete bid proposal for complex projects including adequate provisions for compliance with all Federal, State, Local and American Association of State Highway and Transportation Officials (AASHTO) requirements, cost estimates, time estimates and bidding procedures• Maintains project/design cost records, evaluate performance of subordinates, safeguards and assures good condition of materials and equipment and operates within requirements of agency, state, local and Federal Highway Administration (FHWA) Technical and Administrative Programs• Establishes effective working relations within unit and with units employed on similar work, as well as with consultants, suppliers, government agencies and municipalities• Assures quality of all work performed or supervised• Prepares comprehensive engineering and environmental reports• Prepares reports, summaries and accident reports and compiles data required to permit effective management• Prepares schedules of priorities for recurring maintenance operations and monitors compliance with established schedules• Utilizes equipment and personnel effectively and assures the quality of all work supervised• Performs initial review of major construction plans to ensure that the latest principles of highway safety are being utilized• Supervises and coordinates inventory and analysis of traffic control devices on all highways within area of responsibility• Travel may be required; therefore, a valid driver’s license may be required.
SUPPLEMENTAL INFORMATION REQUIRED TRAINING/EDUCATION • Certification as a Transportation Engineering Technician Senior by the West Virginia Transportation Engineering Technician Certification Board.
Required Training/Education Substitution : (New Hires ONLY) • Associate’s degree from a regionally accredited college or university with a major in Civil Engineering Technology, plus ten (10) years of paid experience in a technical capacity in a civil engineering environment may be substituted for the required training/education.
OR• Associate's degree from a regionally accredited college or university in applied science in highway Engineering Technology, plus ten (10) years of paid experience in a technical capacity in a civil engineering environment may be substituted for the required training/education.
OR• Associate's degree in Engineering, Engineering Technology, or similar technical degree, from an accredited college or university, plus eight (8) years of paid experience in a technical capacity in a Civil Engineering environment may be substituted for the required training/education.
OR• Bachelor’s degree in Engineering, Engineering Technology, or similar technical degree, from an accredited college or university, plus five (5) years of paid experience in a technical capacity in a Civil Engineering environment may be substituted for the required training/education.
